An exciting opportunity has become available for a suitably qualified and experienced Regulatory Services Officer to join our team within the Compliance Unit. 

The primary purpose of this position is to facilitate Gosford City Council’s compliance with legislative and regulatory requirements for water and sewerage services. The position will be responsible for investigating and managing issues and projects in relation to Council’s regulatory obligations for water and sewerage services particularly relating to those administered by the Environment Protection Authority, Department of Primary Industries - Water and NSW Health. The position will also provide advice on regulatory matters affecting Council’s water and sewerage services.

Key Responsibilities Include:

  • Liaise and negotiate with regulatory agencies;
  • Prepare Regulatory returns;
  • Audit and facilitate compliance with regulatory requirements for water and sewer operations;
  • Administer and enforce Council’s regulatory responsibilities for water and sewer related legislation;
  • Provide internal advice on regulatory matters;
  • Assist with activities designed to meet the Unit’s business objectives.

Essential Criteria:

  1. Bachelor Degree in Environmental Science, Environmental Health, Engineering or related field OR demonstrated equivalent qualifications including relevant extensive experience;
  2. Demonstrated experience in the water and wastewater industry, local or state government environment or other utility;
  3. Demonstrated experience in a regulated environment;
  4. Demonstrated knowledge of relevant water, plumbing & drainage and liquid trade waste legislation and experience in administering and enforcing this legislation to protect the amenity, safety and convenience of the community, the environment and water & sewer assets;
  5. Demonstrated knowledge of relevant water management, environmental and public health legislation applicable to water utilities and experience in the use of management systems, advice provision and regulatory reporting to facilitate compliance with these requirements;
  6. Demonstrated high level computer literacy, including use of MS Office, spreadsheets and databases;
  7. Demonstrated experience building effective relationships with internal and external stakeholders, at all levels, to build support and commitment to improvement and compliance;
  8. Strong analytical skills including an ability to interpret data;
  9. Current Class C Driver’s Licence;
  10. Demonstrated ability to participate and actively contribute in a team environment to achieve organisational goals and outcomes;
  11. Strong customer service ethos and a demonstrated customer-centric approach to service provision;
  12. Ability to complete work and deliver according to project schedules and deadlines;
  13. High quality problem solving skills and a demonstrated ability to effectively adjust plans and schedules;
  14. Well-developed interpersonal, verbal and written communication skills.

Desirable Criteria:

  1. Demonstrated knowledge and understanding of water and wastewater treatment processes and reticulation systems;
  2. Demonstrated experience working with quality systems and environmental systems;
  3. Demonstrated project management experience in a complex environment.

Council's salary system provides a range of $1,302.92 to $1,520.29 per week ($67,751 to $79,055 per annum) plus Superannuation.
